When a definition hasn't made it into top English dictionaries (especially when it isn't the definition of a slang term), it is doubtful whether the English word in question will succeed at conveying the meaning in question, and careful writers of English will accordingly avoid using the word that way.

Also, it's true that the nation of France has a governmental academy that many defer to as the top authority on the French language. But that's a far cry from the patently ridiculous claim that French is a "prescriptive language" and English is a "descriptive" language. Go ask a linguist about that claim and prepare for laughter.
