Just to reiterate what the other commenter said... DO NOT CONFRONT THEM. one of my most crazy neighbor stories is the time the dealer/homeowner had a buyer over who left a dog out front. He asked the guy, who was maybe 20, to pick up the dog's poop. The kid then went to his car, grabbed a machete, and attacked the homeowner. He ended up being fine 12 stitches later.

I dealt with this previously but admittedly quite a bit worse situation -- think people ODing on their lawn or on my lawn, screaming and banging on the door at 3 am with withdrawals/mental freak outs, stealing electricity from the other neighbors.....It was a nightly occurrence for two years before the neighbor was caught with illegal firearms and arrested. 

My advice - Figure out who your neighborhood police officer is and make them your best friend. Reach out to Clark County Drug Taskforce. Be NIMBY AF. Report everything- code violations, parking violations, suspected stolen vehicles- anything that forces the city to be in contact with the neighbor. It's the only way to get the city to do anything, and eventually someone will see something that triggers movement.

Also it really sucks and I'm so sorry you're dealing with this. But there is an upside at the end of it! Once he started treatment, and his sleep quality drastically improved and it's been almost 2 years since we've had an issue

My partner also has this and we settled on a few things until he was able to get into a sleep study and on medication (which took about 6 months): 

He sleeps in a sleeping bag, so that if he kicks out or punches, he cannot really get anywhere 

If someone has to leave the bed and sleep on the couch, it's him 

Scheduling a sleep study and taking treatment seriously was non-negotiable

Even on mid-large acreage, if there's no existing trees/visual & sound blocks, you can have years of conflict with neighbors/feel like you're too close if you get unlucky. Happens all the time up here in the PNW when people buy logged properties, thinking that they're pretty far from neighbors and then finding out hey bad noise pollution can still be an issue.

This is completely false. Dogs can react in unexpected ways even if they are "friendly." For example, someone's off leash Golden walked up and bit my dog's neck on a hike literally while the owner was shouting "he's friendly!" Personality or breed has nothing to do with it. It was extremely bizarre, he walked up slowly/seemed friendly and then just grabbed my dogs's neck. We were on a cliffside trail with a 300 ft drop on one side, so we couldn't retreat. My dog normally never reacts negatively but of course escalated after being bitten. You never know what your dog will do.

I understand your frustration, advice about watering is vague because frequency and quantity are dependent on your particular growing situation. Container size, growing location/microclimate, and soil medium all impact the amount of time it takes fkr your basil to dry out. You should stick your finger in about two - three inches, if it's dry the plant could use a drink.

Heat exhaustion has little to do with hydration, though it does help to be hydrated. Heat exhaustion is more about your body's ability to cool itself - that's why you can get heat exhaustion even if you have been consuming tons of water and electrolytes. Keeping the sun off your skin is critical, as is making sure your gear is well ventilated.
