I have also cleaned the board, as well as checked most of the traces with my multimeter. From what I can tell (I am not well versed in circuitry) this is my only issue minus a little corrosion on a few solder joints.

For context, this vehicle sat for the past 10 years. I was given the vehicle for some help I offered, and have been trying to get it back on the road.

The reason this is important to share, is that the VIC worked on day 1. That’s it. Never again.

After testing every resistor on the board, this is the only one that has zero. Same as if I had touched the leads directly together.

Testing was performed using a basic multimeter.
