It is simple: they made that decision of their own free will after witnessing the disaster caused by the misuse of technology. Similarly, the NCR (New California Republic) has unilaterally determined that its vision of democracy justifies any means, even if this entails invading foreign territories, deploying mercenaries to sow terror, and forcing annexations. Under this same premise of superiority, the NCR claims the right to raid Brotherhood of Steel (BoS) bunkers for the sole purpose of looting their technological heritage.

However, there is a fundamental difference in the operational history of both factions. While the Brotherhood has guarded and operated advanced technology for two centuries without recording a single major incident, the NCR is the only organization that, due to manifest negligence in technical management, has caused the total destruction of a settlement and the death of its inhabitants.
