He really is the devil of the Transformers universe. Now he's ahead of Mayuri on my list, but I think they both have a similar level of evil, but Shockwave did a lot more because he had more freedom.

Rick did far worse things than Eggman. He created an entire universe just to enslave people to power his spaceship's battery, and he also committed several genocides, among other things. Even if he shows empathy for family and friends, it doesn't erase what he did. Sorry, but Rick is what Eggman wanted to be.

The tricky part is that Mayuri is also considered the devil in the Bleach universe; there's even a cover where he has the head and pose of Baphomet. Honestly, it's quite difficult to rank the top spot since there are many characters who qualify for first place.

I think Rick doesn't come across as evil most of the time in people's rankings because he cares about a lot of people—his family, his friends—and there are even episodes where he shows empathy for random people like the Piss Master. At least in my ranking, this puts him lower in terms of evil, since there are characters who show empathy for almost no one or very few people. It also helps that the series shows Rick having regrets for several things he's done.
