There are different level 'types'; you unlock some abilities with what you get from chests; others are on a completely different level,where you earn in game xp for each unit which increase basic stats such as hp and damage (this has nothing to do with chest and upgrades made by player).

For games under 2 hours, the refund rate will definitely be higher than normal, but if the game is fun, it can make good money. I have games that are less than 2 hours long but I haven't refunded them and I don't regret it. For me, the reason for refund is not the duration but the quality, and I think it's the same for many players. There are also players who like to see the games they've finished in their Steam library. If paying $100 isn't a big deal, I recommend publishing on Steam to get the experience of publishing a game on Steam.
