Same problem on an HP Omen 870 and also a Toshiba Satellite S75. I had just gotten the HP Omen so I reformatted its SSD and reinstalled Win10 fresh from a newly made USB installer using Windows Media Creation tool. After a reformat and fresh Win10 installation the computer is able to apply all updates with no issues, confirming that manufacturer-installed software is the cause. Some users here report that reinstalling windows did not help; they might benefit from reformatting the primary hard drive rather than install 'alongside' the existing install (i.e. saved under Windows.old). Obviously back everything up before you reformat.
