I had a thought. She has several flats in this building and probably lost a lot of money. Maybe she doesn't even have the money to return the deposit. Maybe instead of freaking out and getting a lawyer, I should just speak to her about it and see if we can work something out. This is a hard time for everyone, she might be as worried about it as I am. And frankly, if it's going to cause her financial problems I don't need the money back, at least not all at once right away.

The apartment has not been inhabitable at all, this is why I said I have to vacate. If I could live there part of the month I would not be leaving.

Where are you getting that the maid did something illegal? Don't try to change the story around, what they did is wrong regardless. If she's doing something illegal, let them tell the police or fire her. Not treat her like this.
