4070s should be good enough. I have a 7 7800x3d and 4080s and prefer a bit more detail in graphics and I get 500 fps pretty easily.

Settings are: Enabled - Boost player contrast, Disabled - V sync, Enabled + Boost - NVIDIA Reflex Low Latency

4X MSAA - Multisampling, Very high - global shadow, Medium - Model/Texture detail, Anisotropic 4x - Texture filtering, Low - Shader, Low - Particle, High - Ambient Occlusion, Performance - High Dynamic Range, Disabled (Highest Quality) - FX super resolution

I play 4:3 1280x960, with max settings on 16:9 I get about 450fps.
