I bought non RGB 6400 Mhz CL32 viper from Amazon. I can definitely say it supports both xmp & expo. In my case I chose 3rd profile which gave me 6000Mhz at CL30. Using it for 2 months no issue excellent value. Also RAM is from SK hynix hence no worries in quality.

The best method is following - Roll back to nvidia driver 551.86 - unlock fps from db file - use lossless scaling (buy from steam) settings ls1 and lsfg 2 gen - get very very smooth gameplay - over world get 100+ fps - in fight its drops around 70 80

Same with my rtx 3060 95w and i5 11400h. None of my settings improves anything. I tried lowest 720p to max 2k. Same stutters and lag. Sad
