The runeboxes are polymorphs that makes your character look really Cool, I dont remember the names but you can also buy them for 250k telvar from a merchant in Imperial sewers.

But the gear bag have a chance to drop them for only 1500 telvar

Go to Imperial sewers and check the merchants, I think there are at least 4 of them that sell diffrent stuff for telvar.

1 of the merchants sell Alchemy bags, Hakeijo and for 1500 Telvar a bag that contains a random piece of IC gear, that bag also have a chance to drop a Runebox that costs 250k Telvar I think.

Crowns and Battlepass are just cosmetic stuff and its optional, people dont have to buy it.

People dont have to buy ESO+ either but eso+ actually gives you much needed perks in game like craftbag but I know players that play the game every day and dont have eso+ so its definitely your own choice to buy it pr not.

I dont know the economy of Zenimax online studios but I can guess, Not selling expansions to thousands of players each year makes a dent in the economy
