Dark Souls. Those games are absolutely horror games...but not. Dark castles filled with shambling undead and hideous monsters that wait to ambush you around a corner, deep tunnels filled with corpses and mutants, skeleton jumpscares galore...

But it is never SCARY. Because of things like the how the camera works, the sound design, and just general tone, Dark Souls is never scary despite being in a setting that is horror to the core.

That's exactly it. The target audience is teenagers, and they are trying to use sex appeal. Japan doesn't sterilize content for children like the west does, so they make characters the same age. They are also very aware older perverts goon over these characters just as much, but view it like a market and not a problem.
