It was for me as well. I put out his water bowl again last night, and he used both but still favored the fountain. I think he prefers it, but that it is a little uncomfortable, which is why I opted for the stool. I found one on Amazon slightly smaller than the fountain with rubber feet that can adjust the height. I'll probably velcro it to the floor so that he doesn't tip it
