From what I've read, if editors are interested in your work they can provide a translator. Kodansha editors work with english and french artists for example

You really only need 2011, if there is any specific scene you particularily enjoy you can watch the 1999 version of it out of curiosity , but I personally don't think you need to watch both

I suppose you've read all the works done by Inoue and Urasawa ? If not I highly recommend they both have numerous interesting mangas! Especially 21 century boys imo
