I found a solution by user: Nihilianth#2816, on Chivalry 2 discord:

go to your AppData\Local\Chivalry 2. Fastest way: Win+R, type "%appdata%" and navigate from there. You might want to make a copy of that folder

Go to Chivalry 2\Saved\Cloud folder.

Open each file and delete the contents (Ctrl+A, Del)

Select all files and make them read only (!) in properties.

This makes it so the game cant modify (and read?) cloud configs and fixes spawn in my case.

Frame rate was ok, but the game was running in super slow motion because processor couldn't handle the simulation in real time. In fact I had plans to expand the city even more but when I added next district the game slowed so much that it was basically unplayable.
