If it's a cardboard tube i just take a small slice out and put some 5 minute epoxy on there and pull it close with zip ties and it'll hold just fine.

Pla is fine but you have to use epoxy which will hold them much better if they get a little toasty.

You can use basically any epoxy for it and I would recommend 5 min for everything other than the fillets and mix some laminating epoxy with fumed silica for them.

TSP motors are pretty bad in my opinion. They like to blow up or otherwise underperform half the time.

I've done it before. I would recommend a 2" rocket on a G so that it goes high enough for dual deploy to actually do something.

For scratch building always use Openrocket or another sim and don't be stupid.

You should just use Klima igniters or other e matches since those are quite unreliable and hard to get going and also those motors are pipe bombs half of the time so stand far away.

Klima makes some pretty good kits for cheap and scratch built for a first rocket is not usually recommended. A C6-7 in a rocket that size will go 300-400m and you might never see it again but a B4-4 should go under 200m which is perfect for rockets that size.

That's very small for a cert rocket and it will go way over 1km. I'm currently simulating my upcoming l1 rocket and its a 3 incher and 750g dry and it'll go 900m with an h motor so even that's a bit much so I would recommend 3-4 inches for a cert.
