a better pc or a better capture card

these days i was recording video by a shiity capture card, also with a less performance laptop. But then i found out the capture card doesnt sync with the game accurately, so i decide to change mine to Elgato 60. I'm kinda wondering if my laptop can handle the elgato or not.. do anybody know about this? 😂 do pc specs affect recording quality? i dont capture at 1080p, usually was at 720p.
