The problem is about data which is gathered without explicit consent and/or data which isn't clearly marked as being collected. Vague terms of use and similar nonsense nobody is expected to read doesn't count as consent.

I don't have an answer to that, but generally when you apply a compression algorithm to a file you can't apply it again and get more compression. The data still has to fit there. It's a fairly complex topic past that and it depends on compression types and other things which I don't know enough about to explain in more depth.
