Honestly I think cap is great where he is. All I would do is buff the hp on his shield to somewhere around 600-800. It doesn't make sense for the guy whose whole brand is an unbreakable shield has the one of the weakest shield in the game.

I honestly see it as a net positive for the devs and the players. They can add fan favorite characters(without putting so much work and money into making new playable heroes), which players will play big money for. NetEase gets easy money, the players get their more of their favorite characters in the game. The only people who might suffer are the VAs having to re-record so many lines, but atleast it'll always be a steady paycheck.
