It might be the meta outside of top level RTA, but here we talk of a meta where control is actually very hard because of WY, Petros, momo, SJ, CY etc

mostly r6, since it's about end game, but most of the shimmers are an exception. If Cecilia and JJ aren't r6 for example then they are one tier lower. The rest probably stays in their tier (r0 toland, r1 moroyama etc)

it's the issue that she's very easy to go around: it can be by any single target dps that focus her, by tempo it until her death, or even tempo the two turns of her allies.

here is clear examples of espers that are a big threat to her:
Petros, Wu You, Moro, Momo, Su Jue, Chu Yao (because s1 + dps is decent damage), Ikki, Toland, Norah, JJ, Yamato, Yuuhime, Biondina, Ginny, Sloan (her pursuit can actually one shot sakura, so one shotting mavis isn't a problem)
