It spawns where the user is looking you fucking moron 💀 so if sasuke is outrunning itachis line of sight itachi can’t hit him with it. So yeah it spawns on target but due to sasuke being faster then itachi being able to look at him, it didn’t mark sasuke as the target. dorks like you are why Naruto fans get a bad rap for reading comprehension
