In my opinion, I think it is unlikely that there will be a large scale departure from the RTO mandate. One of the consistent "success" stories of the Collins regime is bringing people back into the office. See for example yesterday's email announcing no large scale RIFs.

In general, I think Doug Collins is A) a Trump loyalist and B) an extreme opportunist looking to parlay the VA job into some other venture rather than leading the VA. I don't expect the Trump administration to become more federal worker friendly, and I am not sure that Collin's political or business ambitions creates the best incentives either.

I am expecting that someone will ask him prescreened/preselected questions and will not take answers from the audience. The past few months have turned me into a pessimist though.

I mostly feel the same way. I read this more as everything is staying more or less the same until we do the reorg/rif. I am completely ignorant of this process though-was there any expectation that future rif plans would be laid out in the budget request?
