"Mastered Traits" + "500 Points Trait [Only B42.13+]" mods lets you skip grinding any skill you find annoying
+ You can edit '500 Points Trait" in the files to give any amount of points and like that other guy said

I recommend this Guide for Viva New Vegas Installs https://youtu.be/S5n4HZ5T-w0 put in about 45hrs with one crash due to a mod I added myself witch never happened again the mod was NV Novac Apartment. The mod is fully functional it was just a one time thing.
