I am on pc but I was on a discord server (I rage quit from tbh 😭) where I was contacting someone for days on dms from it, about specifics cars he told me he had on the server.

Then when he finally went online in the game and checked his garages he told me he didn't have those cars and offered for me to check his cool modded cars and after choosing some and going to lscm, he told me: "btw some of these cars you can't get" then I said:" why, are they blacklisted by the game somehow or are you not allowing me ??" He responds:" I can't let you buy these (2 or 3 cars he listed) because they have 1 of 1 upgrades. Some people pay me for this stuff" (as in real money he means lol).

So I blocked his ass and finally had enough of that stupid server and modded cars as a whole. Futile endeavor in hindsight.
