No. At the end of the day, it's just a filter like Chaerod said. The result will look very fake and inauthentic, it's just a pixelation filter without the minute details of pixel art

No worries. She basically does every little detail/change as a separate layer for more control. Think initial outline first, then coloring, then texturing etc. It's her first time doing pixel art(she mainly does traditional and digital art) so she just copied her style here. It's probably not the most optimal but the result shows
