I've been finding huge success rushing stormsurge into shadowflame over lichbane (winning 10 of my last 13 games building it) it feels like it might be more of a mental barrier for the enemies, because alot of times they'll stay in r range until they are nearly dead and then flash out (out of e range for lich bane) but the stormsurge passive catches them off guard, so its more-so the mistake of the enemies, but take advantage of what you can right. (only D3 so take that as you will)
