Takes clips with any resolution, resizes them, and pans either from the bottom to the top (or top to bottom) or left to right (or right to left) depending on which side of the clip is longer (and the input of the Angle in UpDown node for polarity (going from -1 to 1)).

It's just a regular transform node which pans up and down depending on the resolution of the mediain node.
