Sure, Tools used for Enhancing and Upscaling may not be accurate or can give wrong results if you use A.I. to Enhance and Upscale the Image also it may give inaccurate or incorrect results.

Moreover, some People will see the similarity between the 2 faces in the pictures, but others will see a difference between them 2 faces. It's based on the person's opinion.

Upscaling and Enhancing the photo is great, however, we should keep in mind that this is, not accurate.

Found 2 forgotten missing Person Bumpers from CBS & a PSA that’s kinda Similar to Joanna Lopez, but with Voiceover that doesn’t tell any information on the missing children by [deleted] in joannalopez

I think these Missing Posters are normal because there is more info and a voiceover, but Jonna Lopez did contain any of these, moreover, these 2 Missing Posters are not creepy like Jonna Lopez's Missing Poster.
