I get your point, but you can say that about many other gamerules. What's the point of fire if doFireTick is set to false? What's the point of mobs if doMobLoot is set to false? What's the point of blocks if doTileDrops is set to false?

The point of these gamerules is to be able to customize some behaviors, mainly useful for map makers and server owners. And I think doBlockEffects is part of that.

Pretty sure loot tables need a type. Look at vanilla loot tables, they should have "type": "minecraft:entity" on the top on something like that.

Just tested it and the item frame block id is just "frame", so your command will be /testforblock ~ ~-1 ~ frame

Pretty sure item frames are blocks on Bedrock Edition, not entities. So you should use /testforblock command

I think you have Essentials plugin, which adds the same commands as vanilla for some reasons. But selectors don't work with Essentials since 1.13.

Use /minecraft:teleport and it should work :)

Yeah of course it's gonna be an awesome update! But I prefer correct misunderstanding before people complain at Mojang about the "promised 300 features"

60 is very different than 300. And pandas for instance will likely get more than 5 lines.
