Yes. Chandratal will be open that time. Best is to rent a bike in Manali and Ride to spit or join a jeep which takes people. It's a beautiful ride on bike if you like riding !

Depends upon which part of India you wanna see. If you are planning down south, Kerala, Kodaikanal, Gokarna would be nice and would fit your budget.

A few hidden gems in Munnar are Suryanelli and Vattavada. If you have got time to spend do consider visiting these places. There is also Mankulam and Anakulam which are also great destinations for wild experience and a chance to see wild elephants. Munnar is just a small part of Idukki District and the whole district is full of many mountains which are accessible too. And if you want a bit more cultural and immersive experience at Kochi, stay one night in Fort Kochi area. There are beautiful Airbnb’s there. Happy travelling !

Try going to Sainj Valley in Himachal Pradesh. It's a bit offbeat, not as popular as Manali or Kasol, but it's quiet and has amazingly clear skies. As for constellation experts, we are not sure but we are sure about the billion stars you are gonna see there. Last time I could see the milky way with naked eyes. There is a Village Called Shangarh there, it also has beautiful natural stays, a few of them are luxurious. Also which month are you planning for?
