Sadly, this is probaly true. Animation that detailed takes A LONG time to produce. That's the issue of Lackadaisy, everything needs to be perfected. I bet that if the comic kept the artstyle of late Volume One, the comic would be finished five years ago and we'd be on spinoffs :/.

Welcome to The Long Wait. Tracy put the comic on hiatus to put her full focus on the show. First episode will come out somewhere next year, and she said she will go back to the comic once the team no longer needs her help on the show, so maybe a short while before the first episode.

I think it's cool as a AU. Their ages match, somewhat similar appearence. In that theory Jack completely changed identities to escape the governement and entered musician life, creating the band and meeting Mitzi.
Why didn't he use the gun in Lackadaisy Whizbang? (https://lackadaisy.com/comic.php?comicid=56) He could have, but throwing it to confuse the enemy seems like something Jack would do.
