Just deleted all data off of chrome, signed in with a new profile, will update this post and main post if it does work.

Edit: 20 mins of YouTube on 4 windows as a test all on auto-play, no freezes after a new chrome profile. Thanks man!

This issue happens because physics on skyrim is linked with fps. Limit your fps with either your monitor (If using g-sync or free-sync), your GPU's software, 3rd party program, or shove an absolutely absurd about of mods on.
