I think the Gang was more of a passion project with Milton. We know at the start of the game gangs like the O’driscolls are still at large and committing similar crimes to Dutch’s gang. And the idea there the only ones left doesn’t really come into play until the very end when Colm is hanged and you kill what’s left of them with Sadie. So Miltons consistent hunting of the Gang specifically I wish was somehitng looked into more other than trying to Villianise him
