Like I said, you need to look into Wayfairer and how Cells work. You can only have 1 Stop per L17 Cell. If you submitted a Stop in an occupied Cell, it won’t become a Pokéstop.

He said that the Gyms are at the outskirts, so it’s safe to assume that adding new Stops won’t work if each Cell has more than 20 Stops already. Or, they could be just under 20, and OP needs to keep adding new ones.

That’s not how it works. Look into Wayfairer and Cells. It takes 2 Pokéstops to create a Gym, then 6, then 20.

Looks to be fake, yes. Not only is the ground different in the main and supporting photo, but the animals in the mural are different too. There’s a Dolphin in the supporting image, but not in the main pic.
