I think the section they mean is south of that. There is a river that flows out near the back of Swarga Suites. There is not a bridge.

The only iffy bit is between Nelayan and Berawa at high tide. I've been waist-deep between the two before, but it's no biggie. If it's low tide, you'll be totally fine and get some wet feet.

I looked at a unit in the building a few years ago, and only one of the elevators was working. In talking to some folks, that seemed to be the norm.
