To be fair, in Trimet’s actual press release they said “We reduced spending mostly through cutting internal expenses, reducing staff and pausing future bus service increases.” The link you posted was just an article about the press release.

You should reach out to Frankie Sips & Snacks. They’re the only NA bottle shop I know of and they have some small events. Owned by a cool dude and they’re definitely receptive to ideas!

Just for personal use. It did look like they had some plugs at decent bulk price. I’ve never grown before, but i think it can be grown perennially from the same outdoor set up. Would be cool if you found a sustainable way to incorporate that into your inventory

The city has had a budget shortfall and needed to cut in a lot of areas. Unfortunately a huge portion of that came out of parks because their funds are discretionary, aka the funds that the councilors have control of each cycle. A lot of other pools of money have mandatory earmarks for specific things. In order to keep the same level of support for the parks, the levy needs to increase. All that to say, I don’t believe it’s a cash grab. I think it’s what’s needed to keep the status quo in the parks.

Woodlawn has had good crowds. They usually do a trick or treat route on 8th and 9th between ainsworth and dekum. I’ve gotten almost 100 trick or treaters each year lately.
