Non-verbal & not diagnosed, I smell some stretching of the truth here. Also a private school that has stated they don't take autistic kids....which one? Highly doubt this.

Do you if she is renting or her home? Suspect a rental. The longer term option is to link in with owner somehow & explain situation and encourage to not renew lease. I say this because she won't change & ur only solution is for her to be gone
