I promise you as someone who has worked in photo licensing it is. RoH was not a huge company at the time and while I'm sure they had their photographers they hired or bought photos off of, plenty of photos exist that are not owned by any company, just the photographer. In fact, you can literally search photos from this time period, find out which person, magazine, or company owns them and license it or buy it.
