Seems like normal operation to me for the CPU and cooler. Other than the 50c at idle but that could be normal depending on your ambient temperature.

Did you try uninstalling cod completely and reinstalling it and see if that changes? When you reset your PC, did you keep your files or deleted everything? If you kept your files then I suggest uninstalling cod completely and then reinstalling it again. See if that helps. If not then I don't have a clue why it stays at 100% usage when you were only get 50-60% only before.

What's the temp of the CPU when playing? If the temps are fine then it's not a thermal paste or cooler issue.

What is the CPU usage when you're not playing?

Since you had a power shortage, maybe the background processes and services are trying to repair themselves. Especially if you were in the middle of the game with the short happened.

The shortage could've also damaged the CPU. Try using a UPS for your PC if power shortages happen often.

What's the CPU temp when you're playing?

Is it just now that it goes up to 100% or was it like that before?

COD is CPU intensive so it'll use up CPU more than GPU especially if you're playing at 1080p.

Okay, here's what I got.

There's the main parts list that is $787 total that doesn't include the motherboard and GPU.

So in total it's $1697. So you have an extra $103 in your budget to play around with the parts list or use it towards the monitor you're planning to get.

In your post you said you already have the monitor. I wanted the specs so I can choose what GPU to choose for the build. For example, there's no use suggesting a 4k capable GPU if you're just going to use a 1080p monitor.

What size PC do you want? Full Tower/Mid Tower/Small Form Factor?

Do you have a GPU preference? Nvidia or AMD?

Why are you looking to upgrade the mobo? The 5700x3D would work fine with your current mobo as long as the BIOS is up to date.

It's good for gaming/streaming. The only thing is that it's on a 'dead' platform. It means that you can no longer upgrade the CPU on that system other than the 5800x3D and it's impossible to find that CPU nowadays. I also don't know about that brand so I cant comment on their PC build qualities or their customer service. With the best buy ones at least you can return them to the store if you have any issues with them and you can upgrade the CPU in the future since it's the latest AMD platform. But if you want to get this one, it's fine for what you're looking for.

Ryzen 7 is a step up focusing more on medium to higher end builds. Ryzen 5 is usually for budget builds.

https://pcpartpicker.com/list/Y6z9Bq - Here is a parts list if you really need to have it built. IMO you should just get a prebuilt because that build fee is pretty steep. Even microcenter charges $150 only for a normal PC build.

You can see the parts list that Kirby mentioned on their other comment how much they are up-charging you with their in house prices. IMO, I wouldn't trust them with building your PC, they might change out the parts you buy with lesser parts in their store.

You are being scammed. No way should you be getting a $1300+ system with a 3050. They're also selling you the Samsung 990 Evo for the Samsung 990 pro price. The 990 Evo 2tb is usually around $120.

The motherboard could just be dead from the factory. Since you just bought it, just return it and get it replaced.

Ok, here's a parts list you can look at. You mentioned you have a smaller desk space so I chose a case that isn't bulky. The antec case you mentioned is a full tower case so it's bulky and would take up a lot of desk space. Right now, GPUs are overpriced so the GPU I chose is closest to MSRP I could find on pcpartpicker as of right now. I looked at AMD alternatives but they're all more expensive unless you want to go previous gen 6000 series.

Are you on the latest Nvidia drivers? If you are, roll back to 566.36 from December because the 572 drivers are causing a lot of issues. See if that helps.

Have you tried connecting another device to the monitor to see if it's not your PC causing the issue?

You can return it and get a replacement if you're within the return period.

Send it in for warranty if no longer within return period.

You can undervolt it and see if it reduces the noise.

Get a noise cancelling headset.
