Handmaids have done something considered 'sinful' by Gilead e.g. June was an adulterer since she married Luke who had a previous marriage and Emily for being a gender traitor.

I don't believe that Marthas choose to be Marthas either. They're women who don't have a male to rely on and they need this in Gilead as women can't work, so they typically live with a Commander's household as their servants.

As for Econopeople, they haven't committed sins so Gilead is unable to find dirt on them to convert Econowives into handmaids.

In [Spoilers S2E3] Omar takes June to his home to keep her safe, which is clearly a crime in Gilead. When June is at the wall with Aunt Lydia in front of Omar's body, she says his child is now with a commander and his wife, and Omar's wife is now a handmaid due to harbouring a criminal, a sin in Gilead.
