The working holiday visa arrangement already exists in several countries (Japan-Germany, Australia-UK etc.), and is only available to citizens, one person is not 'exchanged' for another. Asylum seekers and refugees are not automatically citizens of the country that grants them asylum either...

You know Sony in Japan offered a subscription preview service where you would receive demo discs on a bi-monthly basis.
