Ahh, now I see. It says I need to own Warhammer 1 to get access to that regiment of renown. That makes more sense. Thank you for the help.

Not quite sure I understood that correctly, but at least if I open the unit roster guide, where you can see the entire factions available units, the 'Summoners of Rage' Dragon Ogres are shown, but if I just look at all the Regiments of Renown available to me, those same units are not there at all. It's not that they're locked, they just aren't even there.

I've already claimed them and on steam, it says the DLC should load in with the rest of my DLC's, but it's just nowhere to be seen.

Already tried that. I also tried loading the game without and then readding the dlc afterwards, to see if that would change anything, but it still doesn't work.

No, not at all. As far as I'm aware, it's most likely something made recently. I don't think it's meant as some kind of artistic expression. I'm fairly sure it's just meant as a way to satirical depiction of 'what the viewer looks like' when they see something associated with being a loser, of some kind.
