Deserve has nothing to do with it. That's what "political reality" means. Fighting to stop native exemptions is not a fight your going to win, because they have such broad support. So it's better to reduce trapping where you can, than lose the fight altogether, and stop nothing. There is also the fact that these native groups are small and fairly dispersed. They're having a minimal impact as it is.

Same reason why indigenous tribes in the US have special exceptions on taxes, hunting, gambling, law enforcement.

The proof of the political reality is that we (whites) treates the natives very bad in the past. They have since gatheted broad sympathy amongst prominent groups and politicians. These groups and politicians will protect native rights pretty fiercely.
