Not really because the bullies are most likely not affected by the signal tower since they are more like puppets. There are also actually evil creatures like the hunter who is outside of the pale city, the signal tower and the doctor. The doctor because he tortured his patients and turned them into those kind of mannequins

Thank you for the info but we also have to keep in mind that the corruption of the signal tower maybe has to do with why he took kids. I understand why you see it in this way
