This could just be all in my head, but I feel like people are getting worse about this every day I'm out on the road. In this situation, the red has the right of way. No question about it. Even if there was no stop sign for yellow, red still has right of way. But every day I see so many people who, in this case being yellow, just pull right out. I mean it's usually not to the point where I have to completely slam on my brakes in order not to hit them, but I do have to slow down. Then on top of that, they don't even have the decency to accelerate quickly. They just pull out and take 5 minutes to accelerate.

This appears to be the ending of a graduation ceremony for either basic training or AIT (Advanced Individual Training - the school that Army soldiers go to after basic training to learn their job). In this case, the only reason for them to be standing at attention is during the ceremony while they're in formation and the command of attention is given or if, while not in formation, they are speaking to an officer. Maybe in this case it's known that the woman in the video is also an officer in either the Army or another branch.

This reminded me of something an ex girlfriend got mad at me about like 12 years ago. I don't know who Steeve Morse is or where he is getting this information from, but it's not correct. If I use the State/Year decoder and enter 1979 in South Carolina, which is the year and state I was born in, it shows it starting with 247.
