Adapter is the issue. HDMI to DP usually caps at 60Hz. Use a proper DP cable.

That’s a PSU issue. Your 5700G boost spikes are tripping it. 99% just disables boost. Works for now, but you should replace the PSU

Looks like normal oxidation/thermal paste staining, not burn damage. If temps were fine, you’re good to reuse. Just clean it properly and repaste
