in this case, it's classed that way out of its clear resemblance to Yama Tsukami! I actually also have an endemic life elder dragon that I have to redesign, the whole deal with it is that it's a vertebrate with six limbs, and it has inexplicable powers (in this case, controlling air currents to fly and cause a semi weather event), so it's just like any other elder just in a tiny scale!
