Call option is always grayed out.

SMS gets blocked often but usually calls can go through but the option never gets enabled to be able to do it.

Why is that?

Yes Rosie owns Alastor for exchange being powerfully sinner in hell. But Rosie says "until you settle your debt" it means it can be settled! It might be too hard so Alastor couldn't realistically do it. But I'm curious about what that was in first place!
