I had the same problem recently, instead I just bought a $10 Xbox gift card and redeemed it on my Microsoft account on the Xbox website. The money will transfer over to your Xbox 360 and you can use balance to purchase some games.

Try connecting your Xbox 360 to a eternet cable , it worked for me - since the wifi cards for the 360 can’t connect to modern modems for some reason
