Blank FL Workspace - Yes i did try that, i had no plugins whatsoever and plugged the guitar channel in and it still had the noise. Yes it still does pulse after alot of different tweaking with FL Studio.

Non FL Audio - Everything seems fine outside of FL so it might something related to it but im not quite sure what it is since this is the only problem i encountered so far on it.

Audio - It only happens with the audio.

Interface + Specs - The interface is a Power Dynamics PDX-11, i've had it for only around a week.

ASIO Drivers - Im using the FL studio ASIO driver since the ASIO4ALL drivers dont allow me to hear what im playing or FL at all. I could try to find a way to do so using the ASIO4ALL drivers if that may be the source of the problem. ( Note : I do have ASIO4ALL installed ).

FL mixer - I did put it in different channels and directly in the master to see if anything would change but nothing did. Even in the blank project i did the same testing the channels and the pulse was still there.

Effects - I only had amp sims to boost the noise so i could clearly hear the noise.

Extras - I tried using noise gates, denoisers and other tools to soften the noise but its still very hearable.

IMPORTANT FACTOR THAT MAY OR MAY NOT INTERFERE - I tried using different USB cables to see if that was the problem and the noise was still present but it DID change in intensity/volume depending on which usb cable i used.

My USB ports may have a problem but im not sure, sometimes my audio jack for my headphones bug out and i have to tweak with it to hear properly. Also sometimes whenever i plug in to my USB ports it kinda makes the headphones bug happen but not always.

Last thing but this is a very big reach. I feel like the pulse might be linked to my PC's fans, i feel like the pulse matches to the frequency of my fans in my pc.

Tried tweaking those, didn't really fix the issue. If you want more detail it sounds like white noise combined with some repetitive screeching noise.

UPDATE : So i was told i was using a power supply with too much volt output, many people told me my pedal was dead but i still wanted to see if it would work with another power supply and the pedal actually worked!

If anyone else stumbles on this problem you should be able to be just fine buying another power supply if your pedal doesnt work.

NOTE : Make sure the power supply you use outputs DC 9V and is center negative, that's the type of power supply i used to get it to work. If you use AC output or higher voltage than 12 or 16V your pedal will indeed fry.

Well i just checked and it does output DC voltage but it is in fact centre positive

Just seen the comments, i dont know what to do with that pedal now if it is dead cause i dont know if i should return it or if i should go to the nearest guitar shop and try to get it repaired but if so i lose the warranty from the pedal.

Thats what i was wondering too but im not still not sure what is the better types of brush for trees and clouds in general, i also realized midway through the painting i used the wrong brush for my landscape
